Unlike income tax which is set at the federal and state level, sales tax is levied by states, counties, cities, and special districts — all of which can stack on top of each other. Colorado's state rate is just 2.9%, but local taxes average an additional 4.99%, reaching nearly 8% combined. Chicago reaches 10.25% when all local taxes are combined. Understanding your combined rate — not just the state rate — is essential for accurate budgeting.

The NOMAD States with No Sales Tax

Five states have no general sales tax: New Hampshire, Oregon, Montana, Alaska, and Delaware — remembered by the acronym NOMAD. Delaware and Oregon have no sales tax at any level. New Hampshire and Montana have no state tax but allow some local taxes. Alaska has no state tax but allows local jurisdictions to levy their own, averaging 1.82%. Shopping in these states can save significant money on large purchases like electronics, furniture, and clothing.

Product Exemptions That Reduce Your Tax Bill

Local Taxes Stack On Top
Counties, cities, and special districts add their own taxes on top of the state rate. In Chicago, local taxes add 4% to reach 10.25% combined. Colorado's state rate is 2.9% but local adds average 4.99% more.

Combined Rate Is What You Pay
The combined rate (state + local) is what appears on your receipt. This varies even within the same state — Houston and Austin both pay 8.25%, but New York City (8.875%) differs from Buffalo (8%).
